Some 33,000 violent street gangs, motorcycle gangs, and prison gangs with about 1.4 million members are criminally active in the U.S. today. Many are sophisticated and well organized; all use violence to control neighborhoods and boost their illegal money-making activities, which include robbery, drug and gun trafficking, fraud, extortion, and prostitution rings. We’re redoubling our efforts to disrupt and dismantle gangs through intelligence-driven investigations and new initiatives and partnerships.

Event: “Serial Killers” by the FBI’s Behavioral Analysis Unit

The term ‘serial killings’ means a series of three or more killings, not less than one of which was committed within the United States, having common characteristics such as to suggest the reasonable possibility that the crimes were committed by the same actor or actors.

The mission of the FBI Behavioral Analysis Units (BAU) is to provide operational support for complex and time-sensitive cases and other matters through the application of investigative case experience, education, specialized training, and research.

Behavioral science is all about better understanding criminals and terrorists—who they are, how they think, why they do what they do - as a means to help solve crimes and prevent attacks.

The art of what is sometimes called “profiling”—popularized in movies like Silence of the Lambs—was developed by FBI behavioral analysts and has been around for years. The Bureau began to more systematically apply the insights of psychological science to criminal behavior in the early 1970s. Part of the Behavioral Science Unit (BSU), they provide cutting edge training, high-impact research, and consultation in the behavioral sciences in support of the FBI’s mission and the work of the broader law enforcement and intelligence communities. They also work closely with our National Center for the Analysis of Violent Crime and the Personnel Recovery Coordination Group of our Critical Response Group.

Have you received a suspicious e-mail from Special Agent in Charge Colleen Conyngham? If so, it is a fake.

The FBI and the Internet Crime Complaint Center (IC3) have increasingly received reports of fraudulent schemes misrepresenting FBI agents, officials, FBI Director Robert S. Mueller III, and/or SAC Conyngham. The fraudulent e-mails give the appearance of legitimacy due to the usage of pictures of the FBI Director, seal, letterhead, and/or banners. The types of schemes that use the names of FBI agents, officials, or the Director are typically lottery endorsements and inheritance notifications.

The social engineering technique of using the FBI’s name is to intimidate and convince the recipient the e-mail is legitimate.

The FBI does not send out e-mails soliciting personal information from citizens.

Please be cautious of any unsolicited e-mail referencing the FBI, FBI Director Mueller, SAC Conyngham, or any other FBI official endorsing any type of Internet activity.

Valerie Parlave Named Assistant Director in Charge of Washington Field Office

Director Robert S. Mueller, III has named Valerie Parlave assistant director in charge of the Washington Field Office. Ms. Parlave most recently served as a deputy assistant director in the Criminal Investigative Division at FBI Headquarters in Washington, D.C.

Ms. Parlave began her career as a special agent with the FBI in 1991. She first reported to the Las Vegas Division, where she conducted violent crime and fugitive investigations until February 1993, when she was assigned to the division’s violent gang and drug squad. In that role, she coordinated two violent gang and drug task forces, led task force investigations, supervised undercover buys, executed felony warrants, conducted wiretap investigations, and acted as an undercover agent.

In August 2000, she was promoted to supervisory special agent in the Criminal Investigative Division to develop operational policies and strategic planning. Ms. Parlave was named an assistant inspector in the Office of Inspections in July 2002 and analyzed division and field office performance. When she transferred to the Miami Division in December 2003, she supervised a violent gang squad and was promoted to assistant special agent in charge in September 2006.

In July 2008, Ms. Parlave was named section chief of the Employee Development and Selection Program in the Human Resources Division. While there, she managed employee and leadership development and the promotion process for special agents, intelligence analysts, and the Senior Executive Service. Ms. Parlave was assigned acting special agent in charge of the Washington Field Office Criminal Division in March 2010, until she was appointed special agent in charge of the Little Rock Division in June.

Ms. Parlave was promoted in February 2012 to deputy assistant director in the Criminal Investigative Division and was responsible for leading the violent crime, criminal enterprise, special operations, and southwest border programs.

Film Screening: Game of Pawns

The Office of the National Counterintelligence Executive, FBI Counterintelligence Division, and FBI Washington Field Office would like to invite you to the premiere showing of Game of Pawns, a compelling true story of an American student who was recruited by the Chinese government to infiltrate a U.S. intelligence agency.

As part of the effort to prevent the recruitment of U.S. citizens traveling abroad, Game of Pawns was developed to be shared with the USIC, NT-50 agencies, cleared defense contractors and academia.

The movie will be shown on January 30, 2013 at 9:00 a.m., 11:00 a.m. and 2:00 p.m. at the U.S. Navy Memorial and Naval Heritage Center,  701 Pennsylvania Avenue, NW, Washington, D.C. 20004.  There will be a reception prior to the movie.  The reception and movie will take about an hour and thirty minutes.  To register and obtain additional information about this event, please choose  a show time and click on the appropriate link below:

Dr. Indu B. Singh serves as Vice President of Washington Operations at Los Alamos Technical Associates (LATA). Indu’s responsibilities include expanding LATA’s presence in the Security and Public Safety sector, both domesticall and internationally, as well as serving as the Executive Director of LATA’s joint venture training initiative with the World Institute for Security Enhancement, a global training institute. Most recently, Indu served as Director, Systems Engineering and WMD for Deloitte. Prior to Deloitte, he was Managing Director at Bearing Point, a publicly held company acquired by Deloitte. He is considered a pioneer in designing and implementing Smart Cities and Safe Cities around the world. He is a published author, former faculty member at Rutgers University and former Strategic Director of James Martin and Associates, a global information engineering company. He is the co-author of numerous books, including Future Cities: Designing and Building Smart Cities and Safe City: Living Free in a Dangerous World, due to be published in January 2013. Dr. Singh is a recognized expert on solution engineering, health IT, cyber security and public safety.

Vik Chauhan has over 25 years experience in solutions engineering and implementation and more than 20 years in the Public Sector, developing strategy and solutions for federal/central, local and regional goverment. He is presently the Technical Lead of the Systems Engineering and Technical Advisory Practice at Deloitte. Prior to that he held senior positions at CSC, Northrup Grumman, James Martin, Compuware, and was a member of the Board of Directors of firms like Acelsior, iDL Systems, and TCIL BellSouth Ltd. He holds a BS in Mechanical Engineering, an MBA in Marketing, and an MS in Information Systems. His functional knowledge covers the healthcare, telecomm, defense and security industries and has been an advisor to the US Government, Saudi Arabia, Philippines, Colombia, and India for e-Gov and Public Security. He is the co-author of the SMARY city model and book, Future Cities: Designing and Building Smart Cities and has been a pioneer in the Smart City concept since the 1990s.
